Sounds like you are on the way to a solution, but I'll share my experience with nearly same problem maxing out at 3000 RPM - in my case a mouse had built a nest in the intake so the motor was air-starved!
I am going to look at throttle body position at WOT (engine off) - the lack of response is *after* the prop has engaged at idle RPM I'll see in a few weeks
Agreed - that's why the initial question - Johnson 140 4 stoke (re-badged Suzuki DF140) that is OEM to boat, 13.8x15 3 blade prop, 2575RL pontoon. 2 passengers, light breeze 21mph top speed. WOT PRM should be 5600-6200. Not a particularly aggressive pitch so I expected to be closer to 6200...

Another thing to look at is what ever is sending the the signal to the gauge - For example, the fuel tank has a sending unit to show fuel level, if the sending unit has problems, the gauge readout will not be accurate. You can check voltage with a multi meter - I'm new to boats but it is common...
