I use a Kasco water aerator, 3/4 HP, that I run continuously. My neighbor has two. Problem is keeping the aerator propeller clear of weeds. I clean mine at least once a day. I did hear from the mayor on Sunday. He's looking into it but I'm not holding my breath that they'll do anything.
