The light doesn’t work. After removing the housing screws, I can’t access the bulb because the housing can’t turn over. Any ideas ?

I can’t figure out how to remove the housing for the starboard navigation light so I can check the bulb. It appears that the wiring harness underneath is too short to remove the housing. The screws have been removed. Any ideas ?
