I also have a 21slx. It has never ventilated the prop but my toon is a very different configuration. Regardless, I tend to agree with your original thought. Lowering the outboard is the most cost effective thing to try first and is what I would try.
There is one latch on the front and a latch on each side of the back corners. I've taken mine off several times. Its a bit heavy and hugs the block tightly so there is some resistance. I've never experienced a feeling of it snagging on something inside.
