snap cover repell issue

My snap on cover is no longer repelling the smallest amounts of water.  We keep out boat stored in the winter but pulled it out at the beginning of summer.  It's only been 2 summers and rained on a total of a couple of times.  It was keeping water out until now.  It no longer repels water at all...
