Breaker won't reset

The breaker under the lights switch won't reset. Does that mean I need to change a fuse? Where is the fuse? Do I unscrew the breaker?

The breaker is normally just a push button. No other fuse other than a main.

A breaker that won't reset indicates there's still a short in that circuit.

Yup! I've got a dead short in my navigation lights.
