Dual axle Trailor rear axle breaks

I have a 2019 22' tritoon pontoon on a dual axle Trailor that is kept indoors. The trailer breaks are a surge type not electrical. I haul the pontoon about 5 miles to the lake and when we get there the rear axle breaks on both sides are hot to the touch and when they hit the water steam comes up. The rear axle on trailer is the only set of breaks and they are disk brakes. We do go down hill to the lake which could engage them, but we also park a prep the boat for launch which takes a few minutes and some times there is a line.
Do you think I should try to bleed them? How would that be done anyway by manually pushing in the tongue? Trailer has a concealed actuator in tongue.
Looking for ideas and suggestions.

The brakes are not releasing as they should. Is this freshwater or saltwater use trailer? The most common problems are low brake fluid, sticking caliper guide pins that dont allow the caliper to "float" when the brakes are released, disassemble and grease the pins or a collapsed rubber brake hose that is deteriorated and plugging the brake fluid return and not letting the caliper release. These are typical maintenance items.
 
excellent information. fresh water only boat. I did notice the break fluid in the reservoir is low as well. looks like I have a project to do.
