Extra rod holder

The extra rod holder that came with my 22 sfx has no instructions on how or where to mount the top of the holder with the bungee. There are no mounting holes on the top like there is for the bottom. Has anyone mounted the extra holder and how and where?

I had my extra rod holder mounted in the back of the boat.

Thanks. The extra holder I have is a two piece and the top portion has bungee straps but there are no predrilled holes like the bottom piece has.
