Removal of Side Skirts on 2013 2575 RCW

Hi, all, I’ve embarked on a major stereo upgrade (2 Amps, a subwoofer, and eight speakers, with lights), and wiring two sets of dedicated cables from the battery to the amps. I have decided that for my rewiring project, it would be easier for me to remove the side skirts and access the wires below the decking and above the splash panel below. Each side skirt has 20 stainless steel bolts with nuts. Removing the first 16 bolts was pretty easy - I was able to get a wrench on the nut above the mounting bracket; however, for the last four bolts near the stern, I am unable to access the nuts. So, it looks like the only option is to cut the heads off the bolts (I’ll use SS screws in this area to reattach the skirt. A Sawzall will not work, nor will a drill. I have been using an oscillating tool, but ripping through blades. So, any helpful suggestions would be appreciated. By the way, I am past trying to fish and pull all of the new wires, and I just want to make sure that the Job is done properly, and as such, I will need to remove the side skirts to get this accomplished. Thanks in advance for any suggestions!
 
How about using a Dremel with a cutoff wheel? A little smaller than a Sawzall but it will spark.
