Snap Cover does not repell water

My snap on cover is no longer repelling the smallest amounts of water.  We keep out boat stored in the winter but pulled it out at the beginning of summer.  It's only been 2 summers and rained on a total of a couple of times.  It was keeping water out until now.  It no longer repels water at all and it's NOT from water pooling up.  The cover is on tight with the straps.  You can see that it is coming right through the material in all areas. It's clearly no longer a water repellant product.  The other boats in the marina are 12+ years old and do not have this problem.  Any one else have this experience?  So disappointed because it's clearly not right.
 
Have you been applying 303 Fabric Protector?  If not and you now do there is a good chance it will solve your problem.  Apply a couple of times a year, I do a little heavier on the seams.  Do not do it while the cover is on the boat as it may stain your seats.

I buy  it by the gallon ,along with a hand sprayer .


I also do,boot ,bimini and carpet if you have it

No issues with leaking the first two summers on the water but decided to use this and the sprayerJack uses last season. Very easy to do and could see BIG difference the first nite. Even the dew was rolling off. Bought some more and planing to reapply soon. Hardest part is spreading it out to spray the cover.

This may sound weird,but  I had actually thought about putting snaps on my trees to hang it up while spraying .
 
The snaps might work!  Hanging it would be more convenient. I have tons of trees but none in the right configuration to do that (except in my woods). I'll just keep draping it over my split rail fence using lawn chairs to keep it spread out and off the ground.

I thought I remembered seeing one or some of those pictures in the past. 
 
They are in my gallery .I think I posted them last year when it was asked how to lay it out .


As you can see ,I have plenty of trees .70 of them get tapped for Maple Syrup every year

I lay mine out on the pontoon trailer. Works great and keeps it off the ground.
 
Before I had the new cover made I spread the old cover out in the driveway and treated it. I still have several areas of the concrete from the overspray that beads up and doesn't get wet. 
 
We recently purchased a 2016 Bennington 22 SSX and I called the manufacturer of our cover and asked them whether the cover comes protected.  They informed me that the covers do come protected and essentially gave the following advise:


1. No need to apply protectant immediately although it would not hurt the cover if you did


2. Suggested time to start applying protectant is after the 1st or 2nd season depending on how much exposure the cover has had to the elements.  He also included cleaning in this advice as he indicated that cleaning such as scrubbing the cover could begin to remove the factory applied protectant. 


3.  Same applies to both the cover and bimini

That is exactly what the canvas guy told me about the Sunbrella playpen cover he just made us. Only if it gets really dirty and you have to really scrub it to get it clean. That's when it needs treating! 
 
The cover that came with my 2013 was replaced under warranty.  I don't know how that worked but when the boat was delivered it had a fresh tear and an old repair so I complained to the dealer and Bennington sent me a new one. 


The original cover was slightly thicker and heavier and repelled water just fine.  The new one was lighter but I didn't think anything of it at the time.  Then came the rain after boating season last year.  The boat was in my driveway.  I noticed the carpet was soaked and asked them about it.  They insisted the covers from then and now were identical.  Then came some mildew.  I got it all out and put the appropriate 303 on it but it still refused to repel water.  A light rain, no problem but as heavy drops hit the cover, if you're underneath watching you see a mist come through.
