Starter on Volvo 380hp i/o Q2575. I've been the entire engine must be removed and estimate is nearly $2000 to replace starter includes pulling the engine. Thoughts?

Sounds about right. When the fuel pump went on my Mercruiser I/O the entire engine had to be removed from it's pod to get access to it. Total cost was $1100. Of course most of that being labor.......
