Captains Seat pedestal loose

I’ve searched the forums and found this question asked but not really answered by anyone who has actually done something about the problem that fixed it.
My captains pedestal seat base is loose at the floor. The screws just spin when I attempt to tighten them. I can look under the side skirting and see the bolts. I have under skirting on the boat. I do not have any visible rivets on the side skirting. A service technician at my local Bennington dealer told me he has heard that a tool had been “made” to get into the bolts from the side gap. I would think it would just be a wrench with an extension?
Any advice from someone who has dealt with this problem would be appreciated

What year is it ? Depending on year ,it should be covered by warranty .
Do you have a wave shield ? Elevated Helm ?
 
It's probably just out of reach even for a long box wrench unless you have tiny arms. Maybe shove one into the end of a piece of PVC to be able to reach?
