Fuel line vent issue

We were just about to go out and we saw that the vent is no longer mounted to the floor. It seems to have broke free. Does this run into the tank or does it vent out? Is this dangerous? How do I fix it?

See the image if where it broke off the floor. Where does it go after the floor?

We took everything a part and found the broken piece. Took some diving and snorkeling. It is apparently a vent system that is bolted to the floor.
