Does anyone know @ the top speed I can expect from a R23 RSB with ESP and a Yamaha 250 SHO?
 
You should be able to hit mid 40's .
I have a 2022 23 QCW with a 250 , SPS Plus ( ESP is heavier ) and can hit 45 ,with a Full Tank ,clean toons with my wife and I .
 
I have a 2017 23RSB with a Yamaha 250 SHO. 47 MPH with clean toons.
 
I have a 23 rsb with a yamaha 300 and hit 46. With your 250 sho you should be right about the same speed, which is faster than any passenger will like!!
