Exactly this. That's how mine is mounted. The upside is that it is stored across the front when not in use, and doesn't intrude inside the seating area. Spot lock and everything else works as it should.

So far, I'm using some chrome rod holders mounted on the ski tow bar. I also store my rods in the center tube, but my boat is in a covered slip and we also use the cover(to keep bird poop and pollen off the seats). So far, my center toon locker has stayed dry.
