I have a 2001 2050 RL and the fuel gauge is always on empty both when the boat is off and on. I took the volt reading at the Sensor and it read 10.34V with about a half of tank of gas.
The float in the tank is a variable resister. You must check the float with an ohm meter. With the key "OFF", check the resistance at the terminals. If you have an "open" or "infinity", you have a bad sender. If you ground the wire from the guage (check for proper color) it should go to full. Best I can do from my desk.
