Taylor Made makes fabulous products for boating. these fenders are exactly what we needed for a side tie. we looped a 1/4 inch dock line through the hole running length wise and then tied it sideways (and below) to the dock cleat. they stick out far enough (or close enough) to keep the boat from hitting the dock on windy days. the smaller line around the cleat still allows the regular dock cleat to be used by the dock lines to secure the boat. we have regular hanging fenders on the boat, but these are added protection for side ties and can be used in regular dock bays if there is enough room
