Black spots everywhere

Maintaining bennington pontoons that are rented out. Not sure the maintenance schedule was but i am tasked with cleaning them. Black dots and spots that do not scrub out! What do i do?
 
Welcome! I Is it mold or like bug crap? I use NorthWoods Zap Power Cleaner HD. And it works! More members will give you other ideas
