Captain Chair Repair

Does anyone know how to repair a retractable arm rest on a captains chair ? Looks like someone sat on it at one time. Its not broken, merely lower than all the others .

The captain chair can be easily removed and adjusted simply by lifting it off the seat stand. Use silicone spay to loosen the seat from underneath. I take mine off every year to clean and adjust.
