If you had a Tracker the #'s would be no more than 6" off the water. Mine show very well on the panel  above the toons. They're to be 3", they are. They have to be placed  10" from the bow.  They're to have a space between the state and #'s they are. They must contrast with the background, they do. Nowhere have I see that the must be as high as possible. They must be visible. and un-obscured.

The main concern is that the Coast Guard can see them plainly. Lake wardens just want to be sure your registered and show the #.
