Evinrude 2 Stroke 115HP Will Not Start

I am new to boating and have a older Bennington Pontoon 2000 Yr Outboard Motor Evinrude 2 Stroke (No one will work on....because of being a 2 stroke)
I changed all fluids replaced battery went to start and you hear a click the dash lights come on
Guages come on but the motor does not start by the key
I have voltage going to the battery I have checked fuses checked Safety Neutral switch

I can start the boat only using the key and jumping selonoid, starts up like its brand new.

The prop will not go in neutral only forward or reverse.
The shifter seems stiff going into forward and loose into reverse
But cant seem to get into neutral.

Any ideas, things to check.

Never had any problems with before just the shifter being tight.

Unfortunately, the reason they won't work on it could be parts availability. I previously had 2020 Bennington with an Evinrude, I sold it in spring of 21 .Even though it had a 7 year warranty , warranty don't mean squat if no one can get parts .

Starting and shifting problems. When two seemingly unrelated problems occur at the same time they probably are related. Go back to where the neutral safety switch is located. Have someone shift back and forth and observe what is happening. This is where I would start.
