What kind of a set up do you have? Are you talking a tow pylon, or something with a normal tow bar? Perhaps add some pictures and people can dial in their advise and assistance.
 
Twist and pull up, if it is the retractable ski pylon. Might be stuck if you haven't used it. If that's the case, Kroil will loosen it.
