Rear Boarding Ladder Binds up, any suggestions on how to clean it?

I have the telescoping swim ladder on my 2012 GCW. The tubes that nest in each other and telescope down, have collected a film over the years and now it binds up; very difficult to extend and collapse. Has anybody had any luck in cleaning this or replacing the extension? Thanks

Mine was left down once ,if its the same type of scum Dawn Power Wash and some elbow grease cleaned mine up . Sorry , but I dont recall what I used for a scrubber .
