Retractable Ski Pylon

I just purchased a 2007 2277 RFSi that has the retractable ski pylon post under the rear cover.  I have turned it, pushed down on it and it does not "pop-up".  I have asked my local dealer for the process to raise the ski pylon and the mechanics had no idea on how to make the pylon pop-up.  Does anyone have this retractable ski pylon and have the solution on how to pop-up the ski pylon?

It might be stuck as I think it is supposed to pull up and turn to lock. You might try spraying it with WD-40 or similar.

It doesn't "pop-up"... it's more of a pull-up pylon!  Once you pull it up, turn it to lock in place.
