Yes, enforcement likely has helped, however enforceable and realistic regulations have to be put in effect first. Here the regs only required boats to operate 50 feet from docks, people and the like. 50FEET!!! Slowly that is changing, but problems and damage are still common, not to mention that wake boats make much of the lake unusable to dangerous for any modest boating/kayaking. Even with those who attempt to be socially responsible, the sport is overwhelming for people wanting to recreate with less chaos.
Even the threat of legal action is mostly useless as most lawyers have no interest in a property damage case of less than $25k. Don't even get me started on how kids are using daddy's boat when daddy is nowhere to be seen.....
