How is trailer length measured? Is it the actual trailer LOA or the size of boat it will carry?

When I researched it, I found nearly every manufacturer seems to size it differently. My Mid-America PT-24T is perfect for my 2275, but the toons on it are actually 24'. It is marketed as a trailer for 22-24' boats. Of course, the trailer itself is much longer, 32' or so.

With Hoosier it is the size of the pontoon boat going on it. I have never measured the bunks. They are 2 " longer than the toons
