What's the other Steering Rod hole for?

On the front of my Yamaha F90, there is an arm where the steering guide bolts to. It is currently bolted to the hole closest to the motor. Just common sense says that if you put the steering arm in the hole further from the motor, it would steer a little easier. Do you know why there are two holes in that extension, and what would be the difference?

For a kicker motor there is a link that goes between them if its the linkage and bracket I am thinking it is so you can steer the kicker with the main engine steering system, common on fishing boats.

I think Bill hit it on the head with the kicker motor.
 
Yep that's what it be.  To tie the steering together to the kicker. :)
 
Ok.. Thanks. It looked like it was to adjust the steering, but also looked as if you could put the link at the outer most hold and make the steering easier to deal with. Just a thought.
