I had that same problem on my first boat. Try moving the transducer up or down until it works better made some difference but when I had the dealer reinstall it the problem totally went away.
I changed the angle slightly and it helped. Now i can go 10mph! Will try lowering it in increments to see if that helps. It's the "dirty" water that causes this. The air cavitation bubbles hitting the transducer as it flows past the toon. If you can get the transducer below the cavitation bubbles into pure water you should be golden. Now I need to follow my own advice....when I next see my boat!
