Having issue with my 2004. Fuel Gauge reads E all the time

Checked both wires at fuel tank sending unit no voltage. opened up tank an unit seems fine. Looking for any suggestions. Occasionally my RPM's spike while cruising at around 2500 also. Not sure if problems are related.

The fuel sensor is the ground side of the gauge or variable resistor. One wire is a ground and one goes to the gauge. If you jump the two wires at the gauge, it should read full. If not, either a broken wire, bad ground, or bad gauge.
