Open battery terminals in Engine bay

Picked up a 2002 2575FS with F115 outboard. In checking everything over, I can't identify the purpose of these battery terminals located in the dead space in front of the outboard? They are connected directly to the battery with no fuse and do not pass through the metal backer. I guess I could use them as jumper terminals, but would really prefer them fused. Just wanted to see if there was a logical use before I just remove them.

They could be jumper terminals and would have a cover over them that might have degraded and fallen off.
 
They could be jumper cables or something that was used for a long-gone accessory.
