If you are talking about the strap towards the rear of the cover...................I believe it's supposed to go over the bimini top and connect it to the other end to keep the cover taut to prevent water from pooling on the cover............
I cut mine in half and run one on each side Put another male female buckle on each so that I can loop them around the bimini one on each side A little easier when you put the cover on.
I believe the strap on top of the cover is there to secure your tube when the boat is covered. With the poles, there isn't a lot of room and this allows you to secure the tube outside the cover.
That strap (once I asked the question too!) works great for helping eliminate rain water pooling. I use it every time. Just part of our packing up for the day procedure.
