I think I have this problem licked. Picked up a 2 pack of stainless steel "star" lock washers from Home Depot for 75 cents. I got 3/8", but I think 5/16" might work better. I used both of them. Seems to have solved the issue for under a buck.

Final result with my new proper flagpole and an appropriately sized American flag. I'm calling this a winner!

That is good info! I couldn't imagine how I was missing a piece. The base should have the opposing teeth. Dumb design I guess. I think I will take it apart and see if I can stick a big rubber washer or grommet on there for the teeth to grab onto, maybe that will help. The other idea I got...
