I can't speak for a 4 blade but you should be getting into the 40s easily with that boat and engine. There are online calculators plus the engine manufacturer should have a recommendation. Take those over what this dealer is telling/selling you.
I have the VF250SHO and was disappointed on how it performed. It came with a 17 pitch SWSII and I could not go much over 35 where my last boat with the F250 and a 19p got close to 50!!! I did some research and got the dealer to swap it out for a SWSII 15 pitch and now I can get to the low 40s which is fine because it is a bigger and heavier boat.
