To me it looks like a plastic (or the like) bunker type cover installed over the original carpeted stop. No?
 
Shouldn't the carpet be facing the other way ? ( I dont use a trailer ) 
 
I think it's showing the rub rail protector.............. the little metal piece in front of the bumper.

Putting the bunk caps over the carpet on the vertical bump stops seems like a good idea to keep those from ripping too.
 
I have seen trailers with both carpet and plastic/composite bump stops.  I would agree that the caps are probably there to prevent the carpet from ripping
 
The carpet should be facing the boat.......Mr. Krebs is right.....

I didn't know they made caps for the carpet, I figured it's an expendable item and easy to replace. I bought a 6'x8' roll of black indoor/outdoor at Lowes for around $20, enough to re-cover the front stops many many times. 

Soo.. if you want to keep the plastic caps looking nice do you cover them with carpet? Chicken-Egg situation.
 
Like putting plastic on the seats .......
 
where do you find the rub rail protectors?
