Prop ventilating

Hard to believe a 115 is turning a 17P.  Is your tach reading correctly?
 
Also, you can do the engine height change yourself.  Block your trailer tires, lower your trailer all the way down in the front using the trailer jack.  Block up to the bottom of your engine, skeg.  Remove your top two bolts, loosen up your bottom two, they slide up and down.  now raise the front of your trailer until you are lined up to the next hole.  Insert top two bolts and tighten them all.  Good to go.

I am also running a 13.25 x 17 pitch prop on my Yamaha F115B.  20SLX with SPS.  I turn about 5950 Rpms  WOT running 35 mph.  
 
These guys actually made me doubt myself. So I went back out and checked. Yep 13.25x17.
 
Huh.... Sure you weren't going downhill when you took the rpm reading?
